Rep. Martin testifies in support of family-focused services to strengthen child welfare outcomes

State Rep. David Martin this week testified in support of a state funding request to expand services provided by Families and Children Together (FACT), a community-based program focused on supporting families and improving outcomes for children in Genesee and Saginaw counties. He was joined by FACT CEO, Bridgitt McCaughey.

The $2,000,000 request would help FACT grow its prevention-focused, family-centered model, which works to keep families out of the child welfare system and provide continued support for those who have previously been involved with Child Protective Services.

“When we invest in families early and provide the right support at the right time, we can prevent bigger challenges down the road,” said Martin (R-Davison). “This program connects people to real help in their own communities and helps create more stable, lasting outcomes for kids.”

FACT coordinates services for families by connecting them with local resources, reducing duplication, and ensuring support is accessible and timely. The program also helps fill critical gaps for families working toward stability, including those navigating foster care and reunification. Currently, the average time a child remains in foster care in Genesee and Saginaw counties is approximately 2.5 years, exceeding the federal goal of achieving permanency within 12 months.

Core services include a centralized helpline offering immediate referrals, community-based support hubs, and outreach efforts such as mobile resource units that deliver essential items and information directly into neighborhoods. The organization also hosts caregiver events to build social connection and reduce isolation, while supporting education and literacy initiatives for children and families.

FACT partners with local organizations and institutions, including Saginaw Valley State University, to evaluate program effectiveness and improve long-term outcomes through data-driven analysis. Its integrated approach focuses not only on children, but on strengthening entire families by building trust, improving access to services, and promoting long-term self-sufficiency.

Martin said expanding programs like FACT represents a responsible investment in both families and communities.

“These are the kinds of solutions that bring people together, make better use of existing resources, and deliver meaningful results,” Martin said. “It’s about helping families succeed and making sure kids have the support they need to thrive.”
