House passes Rep. Frisbie’s bill to eliminate duplicative CPA licensing requirements

LANSING, Mich. — The Michigan House today passed legislation sponsored by Rep. Steve Frisbie to eliminate an unnecessary and duplicative licensing requirement for certified public accountants operating as sole proprietors.

House Bill 4892 updates the Occupational Code to clarify that a licensed CPA operating as a sole proprietor is not required to obtain a separate firm license in addition to their individual license. The reform reduces redundant paperwork and compliance costs for small professional practices while maintaining existing public protections.

“This is a practical fix to a regulation that created extra hurdles without providing additional oversight,” said Rep. Steve Frisbie. “When the state requires two licenses to do the work of one, it wastes time, increases costs, and makes it harder for small professionals to operate.”

The legislation received support from the Michigan Association of Certified Public Accountants and the Department of Licensing and Regulatory Affairs.

House Bill 4892 now advances to the Senate for consideration.
